China is such a closed society that if they are sending out 50,000, and are admitting to that number, we could be in for a real shocker when the numbers start to come out.
Remember Chernobyl? The Soviets kept saying it wasn't bad...till the numbers had grown so large, they could no longer keep their secret.

Administering shots to 87 million is not a trivial task. Each worker must treat 1740 people, and the people are spread out over an area. But do they have 87 million doses so easily?
