Dodd is upset because we will end up trying to starve Raul off after he takes over from Fidel.
This is going to play out for another few decades, as Chavez is sending the regime enough aid to keep the leadership on life support till the 2030's.

In the case of the UN I guess I'm more inclined to break something in order to fix it. I'd keep trying for a Senate vote, if the filibuster is invoked - I'd pull the US Mission to the UN and impound all funds destined for the UN in escrow until the senate allows a vote.
Dodd is full of $hit when he suggests that the Ambassador would be less effective if he didn't have the support of the Senate behind him. I'm sure there have been more ineffective Ambassadors with 99-1 confirmations than ineffective Ambassadors who had 51-49 confirmations.

I don't understand why Bush doesn't just abolish the post then and let the U.N. go its own way if Bolton is not confirmed. Just once I'd like the President to be blunt and play hardball with clowns like Dodd, who isn't fit to be elected ice cream truck driver.

This is purely Dodd's opinion ("damaged goods"). Dodd and his fellow assassins have done everything they could to damage Bolton to give Bush a minor political defeat. They have succeeded only in proving that they can obstruct someone using the filibuster tactic. If Dodd TRULY believed that Bolton was "damaged" (by his attacks) he would allow a full senate vote (which Bolton would win).
I hope the American public has seen through this farce and recognize that the Senate Democrats only continue to pole vault over mouse turds.
