I'm sure there must be some interesting stuff in there, but this is a PDF format document.
PDF is particularly annoying and the inventor should be taken out and made to watch anything Michael Moore ever produced.
This particular document is even more hard to access for some reason.
I tried.

I don't know what we're doing by building an army and building the courage confidence of a nation that has no interest whatsoever in our way of life! We did exactly that back in the early 80s to this same country and OBL in the name of fighting communism. Communism is dead, but not OBL and the tyrants we trained. Where are we going to end up, if we don't learn from our mistakes! I see this coming to bite as where the sun doesn't shine in the very near future.
I don't think this is something to be proud of nor a reason to rejoice!
