There is speculation the original attackers thought they were only "couriering" the explosives for someone else. They may have not known what they were doing.

One of the bombers, the Somali arrested in Italy I THINK, was given British citizenship last year though he has a history of violent Islamist behavior. So now they've got to track down all the terrorists they gave citizenship to after their "tough new anti-terrorist laws" were enacted post 9/11/01 but not stringently enforced.
