Jossy definately said on NG a red jeep was off in the distance as if someone was watching the landfill activity while the white truck was at the landfill.

So that must be who he was talking about when he reported the following on On The Record:

That was my conclusion, too, TexKat. The red jeep observer at the landfill being the same as the observer by the landfill fence. He made these statements on 2 different shows and since we know how he likes to string out his info, this adds up.
