I agree with you about the Birchers, but they're right about this.
Under the Clinton Administration, domestic discretionary spending increaed an average of 2.3 pecent per year. Under the Bush Administration, it's increased 8,2 percent per year. That is discretionary domestic spending -- nondefense, nonentitlement.
