It means the guy was standing in his door yelling, "What are you SWAT guys doing in front of 123 MAIN STREET with all your GUNS? Are you going to to do a DRUG RAID on 123 MAIN STREET?

My guess is that the "ancillary issue" was to shut this guy up.
