Kidnapping suspect not registered as sex offender

A convicted sex offender who authorities believe kidnapped a Fernley 8-year-old was not registered with Lyon County, an official said Monday.

Lt. John Arndell said suspect Fernando Aguero, 47, did not comply with Nevada law requiring him to register as a sex offender and kept his past from 8-year-old Lydia Bethany-Rose Rupp's mother, whom he befriended at church in April.

He was convicted in 1985 in Los Angeles for lewd and lascivious behavior with a child under 14 and spent one year in jail, Arndell said. Details of that conviction were not available, he said.

Authorities say Aguero, who was a roommate, kidnapped Lydia sometime between 6 a.m. when he dropped off her mother at work at Scolari's and 3 p.m. when she returned home. He also took all of Lydia's photographs, some clothing, her birth certificate, Social Security card and the family pet. Arndell believes his intention is to pass Lydia off as his daughter.

Arndell characterized Aguero as a predator who spent time planning the abduction.

"He's the kind of guy who goes around to churches just looking for kids," he speculated.

A warrant has been issued for Aguero's arrest on charges of first-degree kidnapping and bail is set at $1 million.

Just before the abduction, Aguero was trying to convince the mother to move to San Diego with him, Arndell said.

"She wasn't really wanting to go," he said.

The mother had also recently confronted Aguero about the amount of time he spent with Lydia, but, Arndell said, she never suspected he was hurting her daughter. She thought he was only spoiling her and making Lydia difficult to discipline.

In telephone conversations with his mother on Sunday and sister on Saturday, both of whom lives in Las Vegas, Aguero allegedly said he was in Tijuana, Mexico, looking for a "Christian family," to leave Lydia with. Aguero didn't offer a motive for the abduction to either relative, Arndell said. He said both women are cooperating with police.

"We believe that she's down in Mexico and we are working with the Mexican and federal authorities to try to get that taken care of," said Lt. Jeff Page.

Arndell said the mother asked authorities to not release her name. She is waiting at home in the hopes Aguero will return her daughter.

"She's afraid to leave the house, because she's afraid he'll call," he said.

And therein lies the problem. The only ways to stop a pedophile are to incarcerate them for life, or execute them.

Why aren't these perverts pre-registered by the authorities before they are released? Why are they released in the first place?

I'll go with execution, it's the only surefire solution. All sex offenders of any type, 1 strike and you're dead.

Why aren't these perverts pre-registered by the authorities before they are released?

He was convicted in L.A., then at some point moved to Nevada. As I recall, the invidivual state databases do not share info.

Both great questions.

How about a permanent brand on their foreheads.

Kinda like i do the cows, put them in a squeeze chute, de-horn, castrate and brand. Hell I'll even be nice and treat them for Pink Eye while I'm at it.

This particular "mom" didn't report her daughter missing til after 11pm. She didn't notice that the girls clothes and his clothes were gone? All pics of the girl, her birth certificate, SS card were also gone.

I hate these stories!! grrr

I suggested on another thread yesterday that prior to molesters being released from prison they have in very large type and in bright red the word "Molester" tattooed across their foreheads. Also, if anyone (physicians, tattoo artists, makeup artists) removes it, covers it, tattoo's over it, etc. then they will have to serve a mandatory 10 year prison sentence for aiding a convicted molester. If we can't execute or incarcerate these monsters, then lets mark them for life!

This mother is just as much to blame as the man.

How can a mother allow some "shack up" into a home with her children? It is disgusting. It's not just the terrible example these broads are setting for their children. They are putting their kids at great risk of abuse. Children living in a home with a mother and some unrelated, unmarried male are 33 times more likely to be abused than children living in a home with their married parents.

Unless he reports to local law enforcement, nobody knows. Thats the real problem.

That's certainly part of the problem.....the mom met this loser 3 months ago. She allowed him to shack up with herself and her little girl. That's also a huge problem, IMO.

It doesn't matter that she didn't know about his criminal record. She shouldn't have allowed him to move in with a child in the home.

I agree with you completely. The problem is we're not the single mother with a child, just trying to get by. They make easy targets for child molesters. Too many times they have a relationship with the mother, for the sole purpose of getting to the child.
Just my opinion, but a convicted child molester should never be released.
