The uncomfortable reality, as Andrew Sum sees it, is that there's a direct link between the steep national decline in teen employment rates and the growing practice of businesses hiring illegal immigrants and paying them off the books.
Sum is the director of the Center for Labor Market Studies at Northeastern University and lead author of a widely cited nationwide study projecting teen employment will continue to fall, with a drop to 36.7 percent this summer from 45 percent in 2000. That puts it at or near its lowest level since the data series began in 1948, despite a strengthening economy and improving overall labor market.
"The immigrant increase in employment is overwhelming. Every net new job created is taken by an immigrant. I know that's shocking, but that's the truth," Sum said offering his sober assessment. "It happened in Massachusetts and New York in the 1990s, and now its happening in the country as a whole."
That's not to say the sole reason teens are getting squeezed out is that businesses are breaking the rules, going underground and hiring unskilled immigrant labor.
It's always been the case that some high school kids might not get work because they are lazy, lack initiative, face racism, need contacts, don't have a car or can afford to do something else because they have rich parents.

But what has Sum particularly intrigued and concerned is the undeniable evidence that more American businesses are opting to expand profits and remain competitive by hiring low-cost undocumented workers instead of paying taxes, workers' compensation and even rudimentary health benefits for legal workers. "I haven't seen anything like this in 25 years," Sum said.

I've been saying it for ages. Go after the illegals for tax evasion (and the business that employ them). This is just as good of a loophole as charging illegals with criminal trespassing. Hard working Americans work and pay the taxes that pay for the services that these damn illegals use.
We went to Chili's tonight and there were a bunch of hard-working teens in there. A little raucous, but hard-working. I'd take one of them over 1000 illegals anyday.
Sunday mornings, 1962-1967: Up at 4:30 am to assemble the different parts of The Atlanta Urinal for delivery by bicycle before 7 am over a 4-mile route. Rain was a drag. The burger flipping job that ensued was a step up.

We do have a problem with SOME young workers in this country. Here are some success secrets I'll share with any who are looking for work:
1) START SOMEWHERE-many part time/on-call jobs open doors to FT w/benefits
2) BE RELIABLE-"90% of success is showing up" woody allen
3) DO A LITTLE EXTRA- come in early and start working before you clock in and work 15-20 minutes after you clock out.
4) CHECK IN WITH THE BOSS-don't assume to know what your daily task priorities are.
5) FINISH PROJECTS & STAY BUSY-your name is on each project, be proud of your work. Find out the routine things that need to be done & work on them.
This is not a complete list for the kids looking for work, but if they do these, like cream, they will rise above their fellow workers.
I actually had two paper routes at the same time; one for a seven day a week paper and another for a Saturday morning throw-away. The burger flipping was a relief for me too.

Okay, I have to just interject here that things are a LOT different in Texas than they are in Minnesota apparently.
It is very true that it is extremely difficult for teenagers, clean cut and ready to work teenagers(!), to find employment in the North Texas area.
Probably true throughout the rest of the state as well.
My nephew finally got a job at a fast food place where he is the ONLY worker who is English only. He is not allowed to cook or make food - that is only for the ones who speak NO English.
There are plenty of businesses in this area that fly TWO flags, EQUAL to each other and that is the US and Mexican flag.
There aren't any help wanted signs around here. In fact, there are lots of areas where groups of illegals (100's) congregate waiting for work. They loiter, hang out, litter, and generally cause an eyesore.
Try living near a major metro area of a border state and you will get a glimpse of what is headed your way.

It seems our economy is being destoyed by both of America's political party. Personally, I have voted pub over the years because of the doctrine they espouse as their platform. NOWDAYS, there is not much difference in the domestic policies of politicians.
It may indeed be time for a third party representing conservative moral values and politicians who will represent the people.
Now just to throw a little curve ball, here in Wisconsin the resort areas are dying for workers. If you go to the Dells, or Door County the place is full of Russian, Czech and Polish kids, because they can't get local labor, while at the same time they whine in Milwaukee about the lack of employment opportunity for teens.
One way to fight back is to take notes.I you suspect a job is being done illegaly by illegals turn in names and numbers to the State contractors license boards. Contact appropriate agencies about workmans comp and insurance ( usually permit and resources). Most all states post contractors licenses as public info. Our taxes pay these slackers to sit in their cushy offices and collect pay checks so lets put them to work.

That has been the scenario in places like southern California for the past twenty five years. Many third or more California generations had to move to other neighboring states even with a bachelor degree to seek affordable housing. Even adults in their late thirties to early forties can't manage rent of mortgage payments on their own and it has been quite the norm to put ads in the classifieds seeking complete strangers to share the rent bill.

Wow narcissis much King Midas? Fact, no one is "yours", they are not your endentured servants or your property. Yes they are your employees but I am certain by your negative attitude towards people that your business has a high turn over rate of slaves...oops I mean employees unless you're chaing them up in the dungeon after work hours at the sweat shop.

Virtually all of Washington is convinced that violence and war are caused by poverty and the road to world peace is economic development, "raise everyone's boat" around the world. A few here might sink a mite or two, but that's okay.
A key factor in that development is remittances by migrant labor. It is as important as the free tradin' transfer of technology, wealth, and jobs to developing countries.
No matter the cost to America and Americans it ain't going to change until both Parties are flushed out of Washington. Fat chance.
There's a lot more to this than "cheap," government-subsidized labor.
