Perhaps they use multiple shots to insure their small calibers (?) will do the job. I'm a strong advocate of killin those that want to kill others - the sooner the better.

Roger Hitchcock, filling in for Rush, said yesterday there was a problem. L.A. police took over 2000 shots to slightly wound a suspect while the Brits got 5 good shots in the head. Our national reputation is on the line. We have to do better!
