No, I do not think they do, and certainly no criminal or financial responsibility. This community always tries to blame the police for their shortcomings. This entire incident belongs squarely on the shoulders of poor (if existent at all) parenting. The person who left the trunk open or otherwise accessible to children - their fault 100%.
And why didn't anyone hear the boys inside?

"The person who left the trunk open or otherwise accessible to children...100% responsible."Good point.Who owned the vehicle?I recall from bus law that there's a law that applies to minors(esp young children)getting injured or killed due to a homeowners negligence.EX a pool w/out a fence or some barrier to deny access.Homeowner can be liable(civily and criminally)if a minor wanders into the pool and drowns.Wouldn't this apply as well?Cannot for the life of me remember the legal term.Any ideas?

absolutely ... if that car belonged to some upscale Euro-American of means, that's who the family and their lawyer would be going after. Instead, it belonged to an uncle (or other relative) who doesn't have any dinero, so they have to blame it on the cops. Granted, the cops could and should have thought to pop the trunk, but it was closed when the arrived on the scene .. surely someone from the neighborhood - especially the relatives - should have known that the trunk had been opened before the boys so readily climbed in and locked themselves in the trunk. It is a tragedy, but every tragedy is not grounds for a lawsuit. One would also wonder why three boys couldn't have broken a tail light or otherwise alerted someone to where they were if they were alive so long.
