LONDON - The British government said Monday it hoped to pass a new anti-terrorism law by December that would counter the influence of extremist clerics and make it an offense to receive terror training.
The law comes after the government reached an agreement with Britain's main opposition parties on how to respond to the London bombings.
Home Secretary Charles Clarke said there were "no main outstanding issues of difference" between the parties, and that lawmakers would debate the new legislation when Parliament returns from summer recess in October.
If passed, the legislation will outlaw "indirect incitement" of terrorism, including praising those who carry out attacks. The new offense is designed to counter extremist Islamist clerics blamed for radicalizing disaffected Muslim youth in Britain.
The legislation also would make it an offense to receive training in terrorist techniques in Britain or abroad. A new offense of "acts preparatory to terrorism" would outlaw planning an attack and activities such as acquiring bomb-making instructions on the Internet.
"We believe that it will enable us to address the threat we face with a unity and determination which is critical," said Clarke.
Prime Minister Tony Blair's government has tightened anti-terror laws considerably in the past five years, but ministers want new powers to tackle those on the fringes of terrorism.
The government also is reviewing its powers to exclude and deport people from Britain again with the hope of acting against radical clerics.

The internet-aspect of this law is going to be expanded to other areas eventually, I suspect, some of which will have nothing to do with terrorism.
Looks like they are coming to their senses. I wonder if the US will follow suit, if there are not current Federal/State laws on the book that reflect what is shown here.
Brits should sleep a whole lot more soundly tonight, thinking how many folks will now take a pass on getting terrorist training because it will be against the law....sarc

Meanhwile the Brits, the EU and the USA through the multicultural god known as the UN- continue to fund the Palestinian Authority's terror training of the next generation of human detonators by offering children's TV shows glorifying homicide bombing (shahada).
Aren't these the same people that passed laws to outlaw guns in order to reduce gun crime and got the exact opposite result?
When will liberals ever learn that breaking/ignoring laws is the definition of a criminal? I am sure that Mohammad Al-Jihad, on a personal quest for quick martyrdom via dynamite backpack, is seriously concerned about the laws of infidels when he plans to be working his way through 72 virgins! /sarcasm
Ok, it sounds simplistic but without a law, you can't lock up people who have gone off and received terrorist training. Without a law, you can't really lock up the radical imams. These are normal steps. I don't think anybody here believes the law itself is going to prevent the training of terrorists but it does give us a means to lock them up once they do receive the training.
The British government already has, and has long had, vast power to clamp down on the population. What they need is not more police power but the open recognition that multiculturalism is a disastrous mistake, one that will inevitably lead to a police state.
