Ok, it sounds simplistic but without a law, you can't lock up people who have gone off and received terrorist training. Without a law, you can't really lock up the radical imams. These are normal steps. I don't think anybody here believes the law itself is going to prevent the training of terrorists but it does give us a means to lock them up once they do receive the training.
