Perhaps Cooper was not exactly lying, if he said he learned of her "identity" from Rove, if Rove was indeed the first person who told him that Wilson's wife worked for the CIA.

The real point here is the fact that his wife hasn't been a NOC since, the CIA hasn't been protecting her identity, and SHE hasn't been protecting her identity since the late 90s. Inasmuch, it doesn't matter who ID'd her...it's not a crime.
