Well, I would not expect him to be a genuine conservative. He is the epitome of the moderate republican, one day California will revitalize their conservative side and kick out most of the legislature.
As far as cutting spending, I believe you. Arnie simply let the economy grow California out of bankruptcy, (unless you are still in bankruptcy). He did about as much as I expected, (better than Davis) and maybe he will start the process of breaking the unions stranglehold over the state. (And I am a former teacher, but the union has to go.)
Our financial position is worse than it was when he was elected. He has increased total debt 40% and proposes to borrow more with measures hidden within his "live within our means" iniative.

I frankly think he's worse than Davis, because he has done things that the Republicans in the legislature would never have allowed Davis to do. Even Davis had the sense to veto the Sierra Nevada Conservancy Arnold later signed. Further, Davis and the Democrats would have faced certain defeat in 2006 and likely from a conservative Republican. Now, with Arnold taking the blame for similar policies, we may not only not have a conservative in 2006 but may either lose then or get a Democrat in 2010. Meanwhile, Arnold promotes fellow RINOs within the GOP while new conservative prospects take a back seat.
