HUNTINGTON BEACH, Calif. -- Federal agents have joined the search for a thief who stole a large volume of ammonium nitrate from a nursery in Huntington Beach, according to NBC4.
Ammonium nitrate is used to make fertilizer but can also be used to make very powerful explosives -- as in the case of the Oklahoma City bombing. Authorities told NBC4 that fertilizer stolen this week is not a kind that can be used to make explosives, but officials are taking a cautious approach.
The FBI released a statement Thursday morning.
"This fertilizer cannont be used in the manufacture of explosives. This case is under investigation by the Orange County Joint Terrorism Task Force."
The thief broke into Village Nursery on Garfield Avenue sometime between Wednesday night and Thursday morning and left with around 7,500 lbs. of fertilizer. Authorities found a hole in a fence around the storage area at Village Nurseries.
Fifty bags of a slow-release top dressing and 100 bags of nitroform were stolen. Although both items contain ammonium nitrate, FBI officials said the bags do not contain enough to make an explosive device.

According to Mapquest, LA is only 36.32 miles from Huntington Beach, so it is likely.
If they cannot possibly be used in the manufacture of explosives, why is the Joint Terrorism Task Force investigating it, as opposed to treating it as a simple theft, to be investigated only by the local authorities?
Answer: because they can be used to make explosives, although the FBI lies about this, as with so many other things. When will it become a crime for them to lie to us, just as it's already a crime for us to lie to them?

Perhaps because the folks who stole the material, didn't know it couldn't be used for explosives.
Even if the stuff is 1% ammonium nitrate, that's still 75 lbs in the total that they took. That amount could be extracted and processed to result in ~8 bombs of 10 lbs each, the same as in each of the subways and busses in London. It's quite likely that the material is >1% ammonium nitrate, resulting in even greater yield.

Phospates are an environmental disaster, ask any lib. (Why are detergents sold that proudly state "phosphate-free"?) It's a fertilizer, which makes algae grow "too well" in waterways that have it in it. And we simply can't have that.
I had the same initial question tha you did, but after a bit of thought figured the reason for FBI involvement is that the theft might be a sort of "honey pot" for mad bombers, rather than a simple theft. If the thieves think it can make explosives, that's a good reason for the FBI to look for them.
