If Plame wasn't an active, covert agent, the leak wasn't illegal. To my knowledge Mr. Bush had never put the "illegal" qualification on leaks .... he simply forbade them ALL with a very strong suggestion that the wrath of God awaited the violator(s).

The term "leak" is when some idiot talks out of school in an administration against the bosses desires. Rove was talking to Cooper, as is his job to do, and told him what he understood about the case. That isn't a "leak", except in the eyes of the MSM who are playing gotcha with Bush. He's just not playing back.
