U.S. Senator Chuck Schumer and Ambassador Joseph Wilson will hold a press conference at 3:00pm TODAY, July 14, 2005 in the Mansfield Room of the U.S. Capitol to call for the suspension of White House Deputy Chief of Staff Karl Rove' security clearance until the investigation of the leak of CIA Agent Valerie Plame's identity is resolved.

As for Biden/Kerry, I think Biden was FURIOUS with Kerry for saying "...dozens of foreign leaders want me to win". sKerry almost blew the cover on their little "global politics" cabal. Biden had to come out and clean up after him.

I don't know that it is as much "underlying" as just a part of the overall mission. There IS a mission. The mission can not be completed by command or decree or by force, but completed by incrementalism, under the radar.
Generally the desired result is accomplished under the guise of an acceptable "theme" such as "for the children" or it is a "health issue" or my favorite, "for safety's sake" and the like.
I have a great quote that would back up my theory, if ONLY I could find it right now.

It is not uncommon to be slammed with double taxation. Luckily there was such a uproar about the VAT that it was never mentioned again. A question that most of us should be asking is..Why wasn't this meeting between some Democrats and these Socialists brought up before the election? My belief is deep down inside Hillary is a Socialist who is going to get on the Democratic ticket in 2008 as a moderate Democrat...in other words, she will be talking out of two sides of her mouth when it comes 2008. No tv up here in screened in porch. It's a shame, too, because when my son built this house a few years ago, he put cable up here. But they're afraid with our teenagers' friends, someone will get the bright idea to steal it. So we carry our laptops in at bedtime.
Wonder it they make a GOOD light-weight tv yet.

Well, we have to be very aware then, that others don't use President Bush's mantra of the "Global war on Terror" to their benefit, to institute some of the globalization that they want...
