Woman settles with Hesperia, gives up land

HESPERIA The case between the school teacher who owned land in Hesperia and the city that tried to foreclose on her was settled Monday.
Ellen Zunino owned a 10-acre parcel of land in what is referred to as the "Golden Triangle" area of Hesperia that increased dramatically in assessed valuation, but she said she was unable to pay the assessment.

Before the city established an improvement district in the area west of Interstate 15 and south of Avenal Street Zunino's land had an assessed value of $9,800. After the city made some improvements, the city assessed the value of her land at $4.3 million and Zunino was required to pay a $1.2 million assessment on the property.

Unbelievable
Legalized theft.
Amazing.
Can anyone find the source of this quote? I may not be exactly right but the essence is something like this, "The only legitimate function of government is to protect the citizenry from criminals but inevitably the government usurps the function of the criminal and becomes a greater danger to the citizens than the criminal could ever be".

No, it is believable. And more than less of the same is going to happen.
What on earth gives them the right to demand $1.2 million from this lady for actions that the city undertook on their own part and on their own volition -- and then the so-called improvements apparently weren't enough so that the lady could sell her property for the required $1.2 million, much less the higher valuation? I knew California had some interesting laws, but this seems to take the cake.

Let's see,$4.3million(fmv)less$1.2million(fees)=$3.1million.She ought to get at least that much when her attorney finishes with Hesperia.Hope the Feds look into corruption charges as well.
You beat me to it. I had the same thought about the value of the land and the compensation to the school teacher. I'm sure the city of Hesperia will be pleased to pay the $3.1 million. Yeah, right!
With the exposure the issue of imminent domain has received by the media,Hesperia couldn't have picked a worse time to pull something like this.It sounds like a few rotten apples in city government.
Right next door in Riverside County they're running a close second...
Yep, that DA in Riverside isn't the sharpest pencil in the box, or ....?
I hope she wins the lawsuit. Whatta scam.
