LONDON (AP) - A deputy mayor in northwest England resigned Wednesday after a closed-circuit TV camera caught her using her ring to scratch a neighbour's car.

Prentice Howarth, 68, stood down from her post as deputy mayor of Bolton after police questioned her about damage to the black Citroen car while it was parked in the Bolton district of Greater Manchester.

"I would like to express my sincere regrets and offer my heartfelt apologies over this unfortunate incident," a statement from Howarth said.

"It was, I believe, totally out of character. I have been under a great deal of personal strain recently and this action was a momentary lapse which I bitterly regret."

Howarth's neighbour, Jason Morrison, 34, had installed the camera to protect his car and reported Howarth to police.

Police did not charge her but formally cautioned her against future misbehaviour.

Nope. Agents of the government protect their own; criminal laws are for little people.

To me? Nah. I drive a beat up old car as it is and would be amused if a 68 year old woman though enough of me to scratch my car with her ring. But to someone that thinks enough of their car to install a camera to monitor the car, I think the type of car might matter.

"my sincere regrets"

At getting caught, that is.

Properly fixing the paint job from a small scratch can be extremely expensive. Shouldn't the police charge her? One of the differences between a misdemeanor and a felony, as I understand it, is the amount of financial damage done. It could easily cost a thousand pounds to fix the paint so it looks like it did before.

Yet these wonderful cameras couldn't catch or prevent the terrorists getting set up to commit mayhem. Yeh, great system, you got there, guv'ner.
