The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

A Home Office spokeswoman said: “The Home Secretary has the power to exclude and most exclusions are on the grounds of national security or that someone’s presence would not be conducive to the public good.”

A total of 14 people were excluded from Britain in 2004, 12 of them on national security grounds. Among them was a Pakistani cleric who had a visa but had encouraged jihad at a mosque in Glasgow.

Dr Qaradawi visited Britain last year as a guest of Ken Livingtone, the Mayor of London. His presence drew protests from Jewish groups and gay rights organisations.

After the Asian tsunami, Dr Qaradwi said: “People must ask themselves why this earthquake occurred in this area and not in others. Whoever examines these areas discovers that they are tourism areas . . . where the forbidden acts are widespread, as well as alcohol consumption, drug use and acts of abomination.

“After the trafficking in drugs and trafficking in weapons comes sex tourism, in which prostitution and sexual perversion are traded. They even traffic in children. Don’t they deserve punishment from Allah?” He is among a number of controversial figures asked to speak at a Muslim Unity conference organised by the Ramadhan Foundation.

The event will be addressed by Dr Bilal Phillips, a Jamaican who was once associated with the Black Panthers and who in his youth contemplated training in guerilla warfare before converting to Islam.

Also speaking will be Abdullah Hakim Quick, a South Africa-based scholar, who has written at length on his website suggesting that the US Administration played a role in assisting the 9/11 terrorists. Dr Imran Waheed, the leader in Britain of the extremist Hizb ut Tahrir party, is another confirmed speaker.

Hizb ut Tahrir, which has a stated aim of establishing an Islamic state, is banned in Germany and many Arab countries but is flourishing among Muslim youth in Britain.

Dr Waheed said yesterday that he believed that the Government was planning to move against his party. “We strongly reject any suggestion that Hizb ut Tahrir is ‘radicalising’ the Muslim community,” he said. “It is Hizb ut Tahrir who is channelling the emotions of the Muslim community, who have been incensed by the West’s colonialism in the Muslim world, into political work.”

TRAFFIC CONTROL POINT NETS MORTAR SYSTEM

TIKRIT, Iraq – Task Force Liberty and Iraqi army Soldiers discovered a mortar system in a vehicle during a joint operation near Balad at about 5:00 p.m. July 15.

The Soldiers were operating a traffic control point when they found an 82mm mortar tube, tripod, base plate and breach cap in the back of a truck.
The items were confiscated and the driver was detained and brought to a Coalition Forces base for questioning.

First the official Internet Haganah response to this hit piece from the same magazine which recently inflamed the Muslim world with tales of "Quran desecration" which, as it turns out, were false:

I would like to respond to Brad Stone's story titled "Heroes or Nettlesome Hacks?" by very briefly explaining what it is that Internet Haganah actually does.
Internet Haganah, and its parent organization The Society for Internet Research, identifies, investigates, archives, analyzes, and, where appropriate, publishes information regarding the online activities of Islamic extremists.

This is not "vigilantism". Mr. Stone suggests that we "step aside" and stop publishing because some people don't understand or appreciate what we do.

Internet Haganah has never "shut down" a web site. Based on information we have published, companies that provide services to Islamic extremists have, with regularity, chosen to stop providing services when they discovered who their customers were. It is their right to do so.

If self-described "experts" - who get paid to translate and analyze the content of Islamic extremist websites - find such disruptions inconvenient, perhaps they should go into the business of hosting such sites, or at least make the effort to archive those sites. That's what we do.

Now, for my personal comments speaking as the victim of this story:

"Story" is a good word for it - more fiction than fact.

Brad Stone in a nutshell: dismissive, condescending, and uninformed.

The "vigilante" smear is downright insulting, libelous were it not for the fact that I am, as the lawyers say, "a public figure" (much to the dismay of Newsweek's paid "experts" I'm sure).

The first version of the story identified the Haganah site as "haganah.com", which is not an Internet Haganah domain. This leaves one to wonder if Mr. Stone actually looked at the site. After I pointed out this error to him that was corrected, but I have an archive of this version, just in case anyone wants to try and challenge my account of events.

One friend upon reading the story said

"Hmm, I wonder who put him up to this?"

It's a fair question to ask.

If there's a bright side here, it is that the days when a mainstream media outlet like Newsweek could be used to quickly ruin someone's reputation or credibility are over.

There is a particularly glaring omission in the story. Actually two.

First, I'm not an amateur, I make a modest living as a consultant whose expertise is in the area of internet use by Islamic extremists and methods of combatting that use. For that matter, Internet Haganah's senior analyst, and our translator, while they work with us for free, are also not amateurs. As for the "amateurs" who work most closely with me, they can run rings around most folks - including me - in terms of their analytical and investigative skills. What you know is who you know. I know some pretty darn good people.

Second, Rita Katz and Evan Kohlmann are business competitors of mine. Something to consider when reading their comments. As for what motivated them to make those comments, I can't say.

That jihadis think Internet Haganah is on a mission to blindly smack down websites is fine, but it's a little disconcerting to think that these paid "experts", who many opinion-makers and descision-makers rely on for analysis, can't manage to figure out what Internet Haganah actually does and does not do, especially since I've spelled it all out right here on this site in plain English.

Here's a clue guys: a little blue AK-47 posted on this site means nothing more than a website has been removed by a service provider or has otherwise become unavailable. It's not a claim of responsibility, and it certainly isn't evidence that we were in any way involved in that site going offline. It doesn't even mean we're happy about the site going offline. Just that the site's gone down.

Now, getting back to Brad Stone, Hamas did a better job of explaining what Internet Haganah does than he did. Of course, they *are* more familiar with our work.

And speaking of Hamas, you know, it's a funny thing, but the people most concerned with combatting Hamas are the Israelis, and judging from the reception I received on my last trip to Israel, three years of Internet Haganah focussing public attention on the websites of Hamas and the companies that keep them online has done nothing to hinder Israel's counter-terrorism efforts.

To quote a senior Israeli intelligence official, regarding the websites of Hamas and other Islamist terrorists:

"We have to do more than just watch the bastards."

And Internet Haganah will continue to do more than just watch.

American law-enforcement authorities are working closely with Israeli authorities to identify characteristics of suicide bombers, but they are finding that applying the Israeli tactic of profiling potential terrorists is fraught with difficulties.

Suicide bombings, used to lethal effectiveness in the Middle East and parts of Asia, were almost unheard of in Western countries before last week's deadly attacks in London. Now events in the United Kingdom have prompted concern on this side of the Atlantic that the U.S. isn't doing enough to prevent such attacks on its soil.

The Bureau of Alcohol, Tobacco, Firearms and Explosives and the Federal Bureau of Investigation say they have sent dozens of agents to Israel in the past decade to work with security and law-enforcement units there to study suicide bombings and try to develop a profile by studying the lives of those who committed such atrocities. The ATF and Israeli authorities meet every three months so the U.S can "keep up with emerging trends," says Sheree Mixell, spokeswoman for the ATF.

But suicide bombers -- unlike, say, serial killers -- share very few specific traits, which makes them difficult to profile, U.S. authorities have found. Architects of suicide attacks use a variety of people to be bombers and often change tactics and targets.

One seven-page U.S. document notes, for instance, that while a suicide attacker is likely to be a young adult Arabic male, that doesn't rule out women and older men. As such, it says, "behaviors are much more important than gender, age, or race/ethnicity."

The legal theory: that a pattern of immigration violations by employers is costing Canyon County millions for law enforcement, education and social services.

"Their presence lowers the labor wage for American citizens and removes employment opportunities," county Commissioner Robert Vasquez, an ambitious politician who just started a bid for Congress, said of the illegal workers. "Certainly it uses tax dollars to provide them with educational services, medical care, unemployment compensation for those that are injured on the job. They are a drain on the taxpayers of Canyon County, the state of Idaho and the U.S. in general."

The county's attempt to recoup its expenses would be filed under the federal Racketeering Influenced and Corrupt Organizations Act, commonly called the RICO Act, which has been used against targets ranging from organized crime to Internet spammers.

It would be the first time that a government has sued a business under RICO, enacted in 1970, legal experts say.

The county signed a contract Tuesday with a RICO specialist, Chicago attorney Howard Foster, and Vasquez said the lawsuit was expected to be filed soon."

Secretary Michael Chertoff today announced a six-point agenda for the Department of Homeland Security designed to ensure that the Department’s policies, operations, and structures are aligned in the best way to address the potential threats – both present and future – that face our nation.

“Our Department must drive improvement with a sense of urgency. Our enemy constantly changes and adapts, so we as a Department must be nimble and decisive,” said Secretary Michael Chertoff.

Today’s announcement reflects conclusions drawn as a result of the Second Stage Review, a careful study of the Department’s programs, policies, operations and structure. The Review examined nearly every element of the Department of Homeland Security in order to recommend ways that DHS could better manage risk in terms of threat, vulnerability and consequence; prioritize policies and operational missions according to this risk-based approach; and establish a series of preventive and protective steps that would increase security at multiple levels.

“DHS must base its work on priorities driven by risk,” said Secretary Chertoff. “Our goal is to maximize our security, but not security at any price. Our security regime must promote Americans’ freedom, prosperity, mobility, and individual privacy.”

The Secretary’s six-point agenda will guide DHS in the near term and result in changes that will:


Increase overall preparedness, particularly for catastrophic events;
Create better transportation security systems to move people and cargo more securely and efficiently;
Strengthen border security and interior enforcement and reform immigration processes;
Enhance information sharing with our partners;
Improve DHS financial management, human resource development, procurement and information technology; and
Realign the DHS organization to maximize mission performance.
Secretary Chertoff announced that details of new policy initiatives in these six areas will be announced in the coming weeks and months, including:


A new approach to securing our borders through additional personnel, new technologies, infrastructure investments, and interior enforcement - coupled with efforts to reduce the demand for illegal border migration by channeling migrants seeking work into regulated legal channels;
Restructuring the current immigration process to enhance security and improve customer service;
Reaching out to state homeland security officials to improve information exchange protocols, refine the Homeland Security Advisory System, support state and regional data fusion centers, and address other topics of mutual concern; and
Investing in the Department’s most important asset – its people – with top-notch professional career training and development efforts.
Secretary Chertoff also announced two common sense changes to improve the way the Department does business.


Require 10-Fingerscan Standard for Foreign Visitors. DHS will strengthen the US-VISIT program to require a one-time 10-fingerscan capture upon enrollment, with continued use of two-print verification during later entries, to ensure the highest levels of accuracy in identifying people entering and exiting our country.

Eliminate 30-minute Rule for DCA Flights. As a result of numerous security measures established to protect passengers and air travel, DHS will eliminate the 30-minute rule preventing passengers from standing up within thirty minutes of takeoff or landing for flights to or from Ronald Reagan National Airport.
Organizational Initiatives: Structural Adjustments to DHS

The Secretary also announced details of his proposal for realigning the Department of Homeland Security to increase its ability to prepare, prevent, and respond to terrorist attacks and other emergencies. These changes will better integrate the Department, giving DHS employees better tools to help them accomplish their mission. These management tools will:


Centralize and Improve Policy Development and Coordination. A new Directorate of Policy, ultimately led by an Under Secretary upon enactment of legislation, will serve as the primary Department-wide coordinator for policies, regulations, and other initiatives. This Directorate will ensure the consistency of policy and regulatory development across various parts of the Department as well as perform long-range strategic policy planning. It will assume the policy coordination functions previously performed by the Border and Transportation Security (BTS) Directorate. It will also create a single point of contact for internal and external stakeholders by consolidating or co-locating similar activities from across the department. This new Directorate will include:
> Office of International Affairs;
> Office of Private Sector Liaison;
> Homeland Security Advisory Council;
> Office of Immigration Statistics; and
> Senior Asylum Officer

Strengthen Intelligence Functions and Information Sharing. A new Office of Intelligence and Analysis will ensure that information is gathered from all relevant field operations and other parts of the intelligence community; analyzed with a mission-oriented focus; informative to senior decision-makers; and disseminated to the appropriate federal, state, local, and private sector partners. Led by a Chief Intelligence Officer who reports directly to the Secretary, this office will be comprised of analysts within the former Information Analysis directorate and draw on expertise of other DHS components with intelligence collection and analysis operations.

Improve Coordination and Efficiency of Operations. A new Director of Operations Coordination will enable DHS to more effectively conduct joint operations across all organizational elements; coordinate incident management activities; and utilize all resources within the Department to translate intelligence and policy into immediate action. The Homeland Security Operations Center, which serves as the nation’s nerve center for information sharing and domestic incident management on a 24/7/365 basis, will be a critical part of this new office.

Enhance Coordination and Deployment of Preparedness Assets. The Information Analysis and Infrastructure Protection Directorate will be renamed the Directorate for Preparedness and consolidate preparedness assets from across the Department. The Directorate for Preparedness will facilitate grants and oversee nationwide preparedness efforts supporting first responder training, citizen awareness, public health, infrastructure and cyber security and ensure proper steps are taken to protect high-risk targets. The directorate will be managed by an Under Secretary and include:
> A new Assistant Secretary for Cyber Security and Telecommunications, responsible for identifying and assessing the vulnerability of critical telecommunications infrastructure and assets; providing timely, actionable and valuable threat information; and leading the national response to cyber and telecommunications attacks;
> A new Chief Medical Officer, responsible for carrying out the Department’s responsibilities to coordinate the response to biological attacks – and to serve as a principal liaison between DHS and the Department of Health and Human Services, the Centers for Disease Control, the National Institutes of Health, and other key parts of the biomedical and public health communities;
> Assistant Secretary for Infrastructure Protection;
> Assets of the Office of State and Local Government Coordination and Preparedness responsible for grants, training and exercises;
> U.S. Fire Administration; and
> Office of National Capitol Region Coordination.
Other Department Realignments


Improve National Response and Recovery Efforts by Focusing FEMA on Its Core Functions. FEMA will report directly to the Secretary of Homeland Security. In order to strengthen and enhance our Nation’s ability to respond to and recover from manmade or natural disasters, FEMA will now focus on its historic and vital mission of response and recovery.

Integrate Federal Air Marshal Service (FAMS) into Broader Aviation Security Efforts. The Federal Air Marshal Service will be moved from the Immigration and Customs Enforcement (ICE) bureau to the Transportation Security Administration to increase operational coordination and strengthen efforts to meet this common goal of aviation security.

Merge Legislative and Intergovernmental Affairs. This new Office of Legislative and Intergovernmental Affairs will merge certain functions among the Office of Legislative Affairs and the Office of State and Local Government Coordination in order to streamline intergovernmental relations efforts and better share homeland security information with members of Congress as well as state and local officials.

Assign Office of Security to Management Directorate. The Office of Security will be moved to return oversight of that office to the Under Secretary for Management in order to better manage information systems, contractual activities, security accreditation, training and resources.
The Homeland Security Act of 2002 (HSA) provides certain flexibility for the Secretary of Homeland Security to establish, consolidate, alter or discontinue organizational units within the Department. The mechanism for implementing these changes is a notification to Congress, required under section 872 of the HSA, allowing for the changes to take effect after 60 days.

Other proposed changes will require Congressional action. The Department will work with Congress to accomplish these shared goals.

Background: The Second Stage Review (2SR) Process

The Second Stage Review included 18 action teams composed of 10-12 members with appropriate expertise dealing with certain subject matter. More than 250 participants within the Department of Homeland Security, representing a comprehensive cross-section, contributed to the Second Stage Review process.

Final issue papers from the action teams were completed and given to the Secretary by May 31, 2005. The Secretary met with all 18 action teams to discuss their findings in detail, and their work served as an important basis for today’s announcement – as well as a number of new initiatives yet to be announced.

Action teams examined a wide range of issues, including:


Risk/Readiness
Information and Intelligence Sharing
Performance Metrics
Law Enforcement Activities
Listening to External Partners
Supply Chain Security
Internal Communications and DHS Culture
Research, Technology & Detection

ARTICLE SNIPPET: "LAGOS, Nigeria (AP) - A court convicted a Nigerian woman of helping defraud a Brazilian bank of $242 million in the West African country's biggest international fraud case.

Amaka Anajemba was convicted Friday, sentenced to 2 1/2 years in prison and ordered to give up $25.5 million in cash and assets - including houses in Nigeria, the United States, Britain and Switzerland - to help repay the bank.

According to court papers, Anajemba helped her late husband in a fraud ring that tricked a top employee of the Brazilian bank into siphoning millions to overseas accounts on the promise of $13.4 million kickback from a bogus Nigerian airport contract.

In all, Banco Noroeste of Sao Paolo, Brazil, was reportedly fleeced of some $242 million over seven years until 2001."
