It doesn't matter whether or not it was common knowledge, it matters whether or not the CIA was taking active measures to keep secret her role as a covert agent.

In other words, it depends on the meaning of is. :)

The real question is this: Let's assume that Rove did say it was "Valerie Plame, Joe Wilson's wife, a covert CIA agent that sent him to Africa!"

Explain to me how this would be "getting back" at Wilson.

If I had the power of the White House, I would be getting back at him by leaking documents from his shrink, that Joe Wilson was being treated for dressing up as a priest and sodomizing little boys.

If Rove knew enough about Plame to know she was a NOC, he would also know that she was no longer a NOC and the whole point would be rather moot.

I'm sure that the conversation with Cooper went something like this. "for crying out loud Matt, we didn't send Wilson to Africa, Dick didn't send Wilson to Africa, Colin didn't send the fool either, I hear that he went because his wife sent him!" (all of this being said in an incredulous tone)
