For a long time Italy has had enormous problems with illegal immigration.
Criminal bands run smuggling rings via Albania and from the North African coast.
I think they will have to keep up these raids for along time as well as a lot of intelligence work to be able to disrupt terrorist attempts - otherwise Milan, Rome or Naples risk being next on the list...
