The U.S. Department of Commerce reached an agreement with the Ministry of Commerce of the People's Republic of China on procedures to strengthen end-use visit cooperation and help ensure that U.S. exports of controlled dual-use items are being used by their intended recipients for their intended purposes.

So it is part of the Vespasian lobby. ...ugly stuff. We need to get them out of influence. If not, those self-described "paleo-cons" and their contacts in our Defense will usher us into eventual nuke exchanges.

I had one of those "end users" (Chinese national) as an English Comp. instructor during President Reagan's watch. She told us that she was a PLA captain at that time. She worked here for a short while and went back to serve in China.

Hopefully, the Chinese will nuke Rome, Mecca and Moscow before it gets to us.
