I think you are right in how to rank some of those people. To calculate the harm they do, I think you do have to multiply their stupidity by their "influence" or whatever one would call it.

Bill Clintion is certainly sneaky but at the end of the day Bill is in it for himself and all ideologies, political priciples, and ethics are merely tools and entirely dispensible if they do not work.
