Years ago, the CIA and the FBI agreed that the CIA would work offshore and the FBI "on shore" not that I think they work. I can see the LEO giving assistance to an incompetent force, but I do not see the Dutch as incompetent. It would seem the CIA has the informants and operatives offshore (minus the Liberal guttings of the past of course) So why the FBI and not the CIA?

You're referring to the intel/counterintel game, which this article isn't referring to. This is training and procedural assistance, which the FBI routinely gives to other countries.
