I think you asked the precisely right political question. And I believe the answer to your question is Miguel Estrada. Unlike last time, not enough Democrats will dare to prevent a vote on his nomination to the Supreme Court. That would be a much more visible and reported defalcation by the Democrats than blocking him for a Circuit Court seat.

Although, since the liberals have changed the definition of "hispanic" to include Congressman Dennis Cardozo of Modesto (even though he has no hispanic blood in him, only Portuguese), that may make Antonin Scalia the first "hispanic" on the court since his last name ends in a "hispanic-sounding" vowel.
Well, then he'd be the second "hispanic" after the Portuguese-descended Benjamin Cardozo. (whom the liberals have also given "honorary hispanic status" to).

Miguel Estrada. He came to America from Cuba as a teenager & worked his a** off to get to where he is today.
