Guest worker proposal raises thorny questions

U.S. Rep. Lamar Smith, R-Texas

Guest worker programs may sound compassionate or necessary, but the more you look, the more you see problems. No guest worker program should be passed until these questions are answered:

1. Many illegal aliens enter the United States to work. But there is little enforcement of laws that prohibit employers from hiring them. Not a single employer was fined last year for doing so.

If current laws are not enforced, how can we expect similar restrictions in a guest worker program to be enforced?

2. If foreign workers are allowed to bring their families with them and stay for years, why would they return home where a job, if they can find one, pays one-tenth as much?

3. Amnesty occurs when a person's crime is pardoned. Why isn't it amnesty when illegal entrants, instead of being deported for breaking our immigration laws, are allowed to stay?

And why isn't it "amnesty plus" when they are also allowed to work and offered permanent residence and eventual citizenship?

4. Nearly every study shows that competition from cheap foreign labor displaces American workers, including legal immigrants, or depresses their wages. Rather than legalize illegal entrants, why not increase wages and make these jobs more attractive to American workers?

5. Why wouldn't a guest worker program be an open invitation to potential terrorists? They could enter the country legally, get a job and use the program as cover.

6. Guest workers do not earn enough to pay income taxes. And, if they pay Social Security taxes, at their low wages they will get back more than they paid in. They also use many government services.

So how is a guest worker program not a net loss for American taxpayers?

7. If illegal entrants are legalized, and then sponsor others for admission, why won't this cause a dramatic increase in immigration, which is already at a record high?

8. Even if there is a guest worker program, millions of illegal entrants will continue to come across our borders to obtain government benefits, seek other jobs and gain automatic citizenship for their children born in the United States.

On top of this, thousands more will enter illegally because they think they will be eligible for a guest worker amnesty program. So why doesn't the very prospect of such a program increase illegal immigration?

9. A guest worker program involves processing millions of applications, enforcing many more laws and regulations and monitoring thousands of employers. Doesn't this simply create another huge and expensive bureaucracy?

10. There are more than 10 million illegal entrants living in the United States full time, perhaps twice that many counting those who are in the country temporarily. Do we really want to take a chance on a massive guest worker program with no cap on the numbers and no sunset without learning the consequences?

What impact would such a program have on American workers, wages, social services, health-care costs, schools, taxpayers, and politics?

Guest worker programs sound good, but they only compound the already serious troubles that illegal immigration causes. We should hesitate before we leap.

With a nine billion dollar net drain on social services in the state of California, alone? That makes Californians richer? What economic model do you support?

I happen to believe that this could happen right now, and is one of the few avenues available to private citizens with government abrogates their duty to protect our borders.

Employers break the law because it's useful for them. It's like the bank robber--he robs the bank because that's where the money is.

The illegal employee, if the employer fears no enforcement of the law, is much more desirable than a lawful alien or a citizen. He has every motive to discriminate against lawful aliens and citizens....why isn't this a civil rights issue and a working theory to sue employers for hiring illegals over lawful employees?

Well, aren't you just the big-hearted Great White Father! I'm so moved that you are touched....!!

I know a bunch of Great White Fathers and Mothers--they've bought up local resort property. They buy mansions too huge to manage, then get their slaves from the local Jefe Don Godfather to do their work for paltry wages. When Maria sprains her ankle, Great White Mother drives her to the ER and dumps her there. I get to pay her bill in higher insurance and taxes. Julio drives to pick up fertilizer at Lowes... Julio runs into my car, I get to pay the bill because he has neither license or insurance.

What a big warm heart you've got there, Father America.

I'd just love to give you a medal.

Nobody picked anyones pockets on behalf of immigrants before, legal or otherwise. People coming here had to stand on their own two feet!

Support your own employees. Don't expect taxpayers to subsidze this invasion much longer.

Do you ever eat grapes? How about cherries? No fruit then, none at all. No pork either? Really? Never in a hotel? never in a restaurant? Your life must be hard. You might want to consider a move to Europe.

Or perhaps you just think because you use their labor somewhat less directly you are not guilty all the same.

That is incredible ignorance, arrogance, selfishness and naivete.

I am with you on all but 6. They need to be actively engaged in learning the language, but if you have never done it, learning a foreign langauge is very difficult. It is almost impossible outside of the nation where you are learning it. I know this from experience.

Thus, make sure they have access to classes. This would be a hurdle too high to climb. Besides, what would be the criteria for the test - TOEFL? If so, there are probably 50 million or more Americans who wouldn not come close to passing it.

Over and over we are asked to prove that migrants (by far the most numerous are Mexican citizens) living here who IMO have no intention of ever becoming U.S. citizens (a.k.a., "cheap labor") cost U.S. taxpayers money, lots of money.

There is a thread wherein it is said BUSH is part of the problem and has been covering up. Amnesty, AKA Guest Workers only encourages more illegals.

Bush opened his mouth about the insensitive stamps so he knows what is going on in Mexico. Yet he says nothing about the illegals.

One poster said he is loosing the faithful - I think he has lost a lot of people for the 06 elections. He can turn me around by doing something positive Try anti abortion stance, appoint conservative judges, close the border - the rest of the political stuff is just crap to me..

The ILLEGAL immigration, ignore-the-law advocates in both Parties cannot handle the truth it seems to me. They mostly rely instead on stupid liberal tricks such as name calling and how they feeeeeeeeel about it.

Who did the work before there were millions and millions of ILLEGAL aliens here and millions more on the way? It's an artificial labor glut created by NOT ENFORCING OUR REPUBLIC'S IMMIGRATION LAWS! (Yes, I know about the 5.2 official unemployment rate, but what percentage of working age folks are not working or are underemployed compared to years ago?)

A Northeastern University study reports that recent immigrants are getting many of the jobs while citizens and established immigrants remain unemployed or underemployed.

How many ILLEGAL immigrants are employed in agriculture? Three percent of them.

Supporting the Northeastern study is this recent posting on FR,

"Only 3 percent of the undocumented immigrants work in agriculture. The greatest numbers, 33 percent, work in the service industry.

"The rest work in construction, production, installation and repair, sales and administration, transportation and material moving, and management and business." [End quote]

It's from a Pew Hispanic Center report.

The 2004 midyear report suggested that

"Given the controversial but policy relevant findings on the immigrant role in U.S. labor markets over the past four years and its adverse consequences for younger and less skilled workers, the study calls for a sustained and high level national policy debate over the future role of immigration in U.S. labor markets. This topic should also be a key issue in the Presidential debates this fall."

Except for one question in one presidential debate ILLEGAL immigration was of course not an issue much less a key issue. That question BTW was asked only because the network received tons of emails demanding it be asked. It can no longer be ignored.

Its been 11 days, 9 hours, 42 minutes, and 56 seconds (and counting) since McCanal offered to debate, and yet still no word from the Senator about setting it up. http://www.steinreport.com
