Just because they are an "immigrant" does not mean they aren't a citizen. You CAN achieve citizenship after moving in.

I did state "non-citizens", but should have been clearer that I did not mean immigrants who are now citizens.
If you're a citizen, you're in. If you're not a citizen, it should be our right to show you the door at any time.
