That is the possibility that lib/dems were actually VERY frightened by 9/11, knew they had no ideas, they knew their own incompetence in previous years on the matter of international terrorism would probably be exposed, and they recognized (though would never admit it) that adults were in charge.
Once they knew this administration was doing all it could to keep things in check (once again, something they wouldn't admit to) - sometime after the first anniversary of 9/11 - they started their incessant harping again.
I throw it out for discussion. Maybe, just maybe...they really were afraid for sorry butts, and now feel safe enough to be obstructionist whiners?

Karl Rove got in was a sharp left jab, that's all. People who want to know the score already know the score.
A plurality of the American people have the alarm set to Snooze and just want to get back to "normal". They just want the unpleasant noises to stop.
