That was Bill's bodyguard... Buddy something-or-other... that broke Vince's neck while he was making-out with Dee Dee Meyers. :^O
Possibly ... however one of the witnesses who first came upon Vince Foster's body in the park claimed intimidation tactics by unknown persons shortly after the incident. Don't remember the details but apparently his observations didn't jibe with the neatly packaged scenario the Park Police were putting out to the media.
