I agree with that idea as long as no incumbents move to the new capitol and the new digs are moderate. They dont need anything fancy.

I agree moderate accommodations, and with the exception of the President and Vice-President, all members of Congress should live outside the city. That in itself would bring a level of continuity if an attack ever did succeed.
