A drought down here is nice weather for a month. Once we get nighttime rain, it's over in a day. This island has all the climate zones. The real problem with low rainfall is the infrastructure. There's no reservoir to backup normal usage in dry conditions.
The local govt would build a backup but then the rain comes......No need!
