Ordinarily that means that any tenant or guest can park in any parking spot.

Maybe there are prior agreements on this parking, like the presence of the sign would indicate, that aren't being brought out. Wouldn't surprise me if all the facts aren't here.
Having said that, it entirely conceivable that some young turks in the Effa-B-I might be inclined to bull their way around with a gang attitude. Even so, I'd give the agents a pass on this one.
However, this guy is another story:
"Hayes spoke out about the incident, he said, because he was concerned about his family - his wife works in the office - and staff. He said he felt intimidated by the agents and would like an apology from the FBI for his family and staff."
Sounds to me like a first class whiner and sniveler. No matter how egregious the FBILEO might have been, rhetoric this weenie uses that implies that Mr. Hayes is in fear for his, his family and his coworkers are in danger of being killed by the FBI over a parking space is way over the top. I suspect that the weenie whiner Hayes is the bulk of the problem.

That's what I was thinking, but there is probably a car parked directly in front of the SUV on the other side of the median. The tires on that SUV, like most, never leave pavement. So its like a condom in a geeks wallet, its never used!

The tow truck guy should have handed the agent his lawyer's business card. One should always have one of those in one's wallet. I would have told the G-man to take it to court. Loathing lawyers is all fine and dandy until one needs one.
