citizens and one Columbian. Our photographer
managed to be present at the moment of the
arrest."

Imho, if one is going to hold the chaperons accountable, they would also have to hold the parents accountable as well. The parents were well aware of the ratio between the number of teenagers and the number of facilitators (chaperons).
