We all know he isn't going to be thrown in jail, but it is outrageous that in an effort to divert attention to himself other citizens of this country were subjects of an investigation.
In a memo dated Sept. 11, 1972, Felt wrote to Assistant Director Charles Bates suggesting Woodward and Bernstein might have been receiving secret FBI information from someone outside the FBI, prompting an investigation of the county prosecutor in Miami, who was following the Watergate money trail.
I do indeed find abuse of this sort quite "fascinating". I'm sure there were others in addition to this prosecutor that were looked at by the FBI under Felt's authority while he knew all the while they were not involved. Just think about those people being investigated by sanction of the actual perp.

Your whole post here is excellent and describes my anger. No matter the legal situation, I do beleive he ought to be charged with obstruction of a criminal investigation, as well as anything else that describes this behavior. Prosecution would be something else again, but the charges ought to be on the record.
