If the bill posted in post #4 gets passed, that will be a good start to rectifying a bad interpretation of constitutional law.

It's not "interpretation," it's as plain as day. From Amendment XIV: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws." (Emphasis mine.)
The only "interpretation" necessary would be to try to claim that the word "persons" really means "citizens."
The bill, posted in #4, won't go anywhere without an Amendment, amending Amendment XIV, to change the repeated use of the word "person" to "citizen" or "DAR member" or something else to satisfy the xenophobes.
