Gov. Arnold Schwarzenegger is expected to call a special election Monday that he hopes will recapture the reform mantle that swept him into office in the unprecedented 2003 recall.
But the governor's decision to go to the voters Nov. 8 with a series of initiatives also will unleash the forces of money and partisanship on issues unconnected to Schwarzenegger's self-proclaimed reform agenda.
"It's hard to see any downside to calling the special election,'' said Dan Schnur, a Republican consultant. "At the very worst, (Schwarzenegger) comes out with the status quo.''
For weeks, Democrats and their allies in labor and education have been scrambling to persuade the governor to drop his plans for a special election they argue is too expensive and too divisive.
They've provided a laundry list of items that could be bought with the estimated $70 million to $80 million cost of the election, ranging from 4 million textbooks and 1,200 new school buses to health insurance for 64,725 uninsured young adults. On Monday morning, they'll present Schwarzenegger with a petition signed by an estimated 50,000 people opposed to the election.
"He's doing this because (by law) he can't raise money for his initiatives while he's a gubernatorial candidate (in 2006),'' said Paul Turner, who heads the Greenlining Institute, based in San Francisco. "That's not the way it's supposed to work. The governor is supposed to govern.''
No one, including the Democrats, expects the complaints to make a difference. Schwarzenegger is scheduled to announce the special election at 5: 01 p.m. Monday on television from the governor's office and the campaign will be up and running.

Meanwhile, California continues to bog deeper into the quagmire of Leftist decadence that has transformed it from heaven on earth into a nightmarish laughing stock.
I love it when they bring out this arguement. It will divide us more and make us dislike each other more. So leave us in charge. In other words, if you go through with your plan, we will use "scorched earth tactics" which will make people dislike you even more than they do now. This sounds like one of those challenges that simply must be taken, not to do so is to admit defeat and grovel. Go Arnie. Of course, when I retired I gave up on California and moved out of state. But I can still root for the good guys.
Closer ever closer comes the Social War.
With the Gerrymandered makeup of the California Assembly and Senate the Governor is Governing. This is a Democracy, let the people decide not the liberal elected officials that we now have.
What part of ILLEGAL is it that they don't understand?
In fact, this old-timey media is simply following the instructions of the labor bosses and dem pols who intend to maximize the voting fraud that has worked so well for them in the past. The dead will vote as will millions of Mexicans and jighly mobile union members. The counter claims will begin shortly, accusing the Republicans of thinking about the fraud that the dems have already initiated. And, every effort to minimize voter fraud will be met by dem claims that the purpose is to disenfranchise black voters.
(Denny Crane: "Sometimes you can only look for answers from God and failing that... and Fox News".)
They only care about counting all the votes when they are behind.
