Yeah, I read the report - and I just about expected that kind of report from the INS. I'm glad you posted it, but it seems more a commentary on our government than anything about crime in El Salvador. The INS' intent might be to address SN, but the heft of the article is still a mish-mash. It makes about as much sense as discussing lynchings and slavery in the context about an article on US urban crime.
