Actually (and sadly for residents) the first two weeks of June are known for their "Gay Day" celebrations down here. Orlando (Disney World) has their "Gay Day" celebration and it has now taken over the city of Orlando during the weeks surrounding the event. It's not safe to use a public toilet during those times. The celebrations seem to pop up like a growth of fungus here and there. I don't doubt that they were celebrating the same thing in the Keys. Yeah, it's 24/7 down there, but during these times, it gets bigger and uglier, thus the resulting reported "incident".
