Mr LeRoy, stating the fact that laws are there for those that need to know where the limits are isn't a drunk statement. It is a simple common sense statement.

If all people were courteous, responsible and good, we would not have so many laws today. For some reason, people rob banks, forge documents, do illegal recreational drugs, molest children and all other types of crime. As long as human nature is that vile, there with be consequences by law.
