Imagine a sharply pointed head with fins, about the same as a molly bolt, that can be fired through sheet metal to attach a high-strength cable to the subject vehicle. That will be enough to pull the vehicle sideways to the curb, or drag it to a stop from behind.

That will be enough to pull the vehicle... The sheet metal on most vehicles would rip apart long before you could move the vehicle by pulling on a harpoon atached to it. The most vulnerable point is the tires - just ask any racing fan about that - so some police departments use spike strips to flatten the tires and thus disable the vehicle.

Well, the only problem with that is, if you fire a harpoon head strong enough to stop a car, with enough penetration to hook through the door, chances are pretty good you might skewer somebody inside the car as well.
