Samuelsson hit Neely in the thigh. The resulting injury was not his fault. Neely developed a rare disorder which caused his thigh muscle tissue to grow back as bone. The condition is called
myositis ossificans.
Ulf Samuelsson was not the "dirtiest player" in league history... please, with the likes of Marty McSorely, "Tiger" Williams, Claude Lemieux, Bryan Marchment, Tie Domi, Dale Hunter, not to mention the "stars" of the league who hid behind their notariety and got protection from the refs. Guys like Mark Messier... Yes, Messier, Bobby Clarke, Glenn Anderson, and Doug Gilmour come to mind.

Bob Probert has to rank pretty high for cheap shots.
He was one of the strongest, toughest players ever in a legitimate fight, but he seemed to prefer dishing out blind hits and sucker punches.

What made Samuelsson worse than most of those players (with the exception of perhaps Claude Lemiuex) was that he played an aggressive (yes, dirty!) style of play but never backed it up with his fists when push came to shove. He also violated one of the basic rules of hockey etiquette by wearing a face shield while he played the way he did.
