I guess I'm confused. The chart tells me that Philadelphia is ranked worse than Phoenix, with a liklihood that one would get into a collision every 6-7 years. This is worse than once every 10 years.

I think the chart means that Phoenix is top-ranked for fewer collisions. I guess those Philly drivers are worse than ours here.

Phoenix is ranked *best* of cities over 1 million population.
