"Dane County Circuit Judge Bill Foust ruled Thursday that Elections Board Executive Director Kevin Kennedy did not have the authority to sign a $13.9 million contract with Accenture LLP for creation and maintenance of a statewide voter registration list, but the state board - which retroactively affirmed Kennedy's authority - did.Is this what is called an ex-post facto law? I believe the Constitution bars them.
