Excellent points both! I guess Cheney has to accept his share of the blame. Oh, and I suppose in some way the tax cuts for the rich are at the bottom of this.
1. In almost every test of bad water in Maryland, they find coliform bacteria. That comes from just one place, human feces.
2.The State of Maryland allows the use of power dredges to pull up clams and oysters during the season. But, they don't regulate the power of the dredges which actually destroy the oyster beds they dredge.
The answer, which every long term resident of Maryland knows (even those a**holes at the Chesapeake Bay foundation) is simple.
1. Restrict the fishery of all shell fish plus crabs to a limited season.
2. Restrict the use of power dredges.
3. Support an aggressive aqua culture of shell fish via grants and seeidng programs.
4. MOST important, develop a comprehensive plan to have all commercial and or residential structures within 1/4 mile of the Bay or major tributary on adequate sewer.
A good old oyster pumps about 30 gallons of water through himself every 24 hours. Give him a little help with good sewer and the Bay will clean itself.

Power dredging is not allowed in the Potomac Rover and its tributaries, Its been hand tongs here for the last 75 years. But they did allow Hydraulic rigs for clamming.
Those rigs work by a stream of water blowing mud and soft shell clams onto a conveyer and they make an 18 inch pass across the bottom blowing mud a foot and a half deep. When that mud comes down it settles onto the oyster bed smothering the oyster and adding sediment to an already stricken oyster population.
The biggest thing I see wrong with having sewer connection around the bay is this.-- Right now you cannot build without a proper percolation. Many are using the mound system which is expensive. but it still has to perk. When the sewer comes here come the homeowners wanting to live on the water every square inch of land that faces the water will fill with homes. The only thing cutting back on home density now is the failure of perc tests. If we get sewer we are done for. Homes will blossom like Poppys in a dope field. If the people come here come the boats and the gasopline spills and the underwater exhaust of the outboard. Which is worse the crap or the influx of new homes and their sub sequent pollution.
You have my sympathy. I lived in Galesville on the West River. We got sewer and the difference in the water quality in the river was amazing. Saw weeds and grass not seen for years there. Also all kinds of critters.
