Personally, I'm truly ignorant about the internal workings of the national 'news' media, and its regular sources, but doesn't the Whitehouse typically release these things (detailed press releases on major speeches/events) early, as a matter of standard practice, for the 'convenience of the media'? ('Why' they'd want to do that, of course, is a whole 'nother question... the answer to which ALSO escapes me.)

Ususally I find (like I did the President's speech on his web site) the speech transcripts (and sometimes video releases) on the goverment web sites AFTER the speech or testimony.
I don't know what the alphabet main-stream media does.
