WASHINGTON In what the government describes as a bizarre coincidence, one U.S. intelligence agency was planning an exercise last Sept. 11 in which an errant aircraft would crash into one of its buildings. But the cause wasn't terrorism -- it was to be a simulated accident.
Officials at the Chantilly, Va.-based National Reconnaissance Office had scheduled an exercise that morning in which a small corporate jet would crash into one of the four towers at the agency's headquarters building after experiencing a mechanical failure.

BAGHDAD, July 3 (KUNA) -- A senior member of Zarqawi organization
was arrested Sunday in north Iraq.
An Iraqi police source told newsmen that the Iraqi security forces
arrested a prominent commander of the so called "Jihad organization
in Al-Rafidain" led by the Jordanian citizen Abu-Musaab Al-Zarqawi
while storming the northern part of Tikrit orth of here.
The source that denied identification said, the arrested member was
implicated in many suicide attacks that targetted the Iraqi security
members and civilians in Tikrit.

SVETLOGORSK, Russia - Russian President Vladimir Putin was
meeting Sunday with French President Jacques Chirac and German
Chancellor Gerhard Schroeder in Russia's Baltic Sea resort of
Svetlogorsk, with Iran's nuclear programme and international security
on the agenda.
"A discussion on the non-proliferation of weapons of mass destruction,
particularly as far as the Iranian nuclear programme is concerned, is
expected in Kaliningrad," the region where the summit is being held, a
Kremlin official said on condition of anonymity.
Despite US objections, Russia is building a nuclear reactor in Iran for
800 million dollars (615 million euros), which is expected to be
operational by 2006, but has agreed to take back spent nuclear fuel
rods from Iran to prevent their use in a potential weapons
programme.
The situation in Iraq and other global "hotspots," as well as reform of
the United Nations was also on the agenda for Putin, Chirac and
Schroeder, the Kremlin official said. France and Russia are permanent
members of the UN Security Council, while Germany is campaigning
for a seat.
The three leaders will meet again at the G8 summit in Scotland on July
6-8 and Chirac said last week he would take the opportunity in
Svetlogorsk to remind Putin to be more active in combatting global
warming and providing aid to the third world -- two key G8 goals.

BAGHDAD, Iraq - Two militant groups said Sunday they have named a
new spokesman to silence those who claim to speak for the
insurgency.
In a joint statement posted on an Islamic Web site, the Islamic Army
in Iraq and the Army of Mujahedeen said they had chosen Ibrahim
Youssef al-Shammari as their spokesman.
The little-known al-Shammari appeared on the Arab satellite channel
Al-Jazeera on Sunday "to silence all those who talk in the name of the
mujahedeen," the groups said in a statement posted on an Islamic
Web site.
During an appearance on Al-Jazeera, al-Shammari said the resistance
"has a realistic and truthful political project," adding that the groups
were in talks with other armed factions to come up with a unified
position. He did not elaborate.
Al-Shammari argued that sectarian problems were created after the
U.S.-led occupation of Iraq in order to prolong the presence of foreign
troops.
Last week, a Web statement issued in the name of The Islamic Army
in Iraq, the Army of Mujahedeen and the Ansar al-Sunnah Army
threatened the life of a Sunni Arab politician, Ayham al-Samarie, who
announced the formation of a political group he claims represents the
demands of an umbrella organization of insurgents.
The three groups accused the dual U.S.-Iraqi national of spreading
lies.

Al Qaida has $500M Budget in Saudi Arabia

ABU DHABI [MENL] -- Al Qaida was determined to have a budget of
more than $500 million for its insurgency campaign in Saudi Arabia.
Saudi security sources said Al Qaida has the assets in cash, property,
firearms, munitions and precious metals throughout the kingdom. The
sources said Al Qaida has used the budget to recruit and train
insurgents in both Saudi Arabia and Iraq.
Saudi authorities said Al Qaida network leaders might have raised the
money from abroad. They said that neither Abdul Aziz Al Muqrin, killed
in a Saudi shootout in June 2004, nor his predecessors were regarded
as wealthy. Salah Al Awfi was also not regarded as the source of the
funding.

ARTICLE SNIPPET: "An explosion like the one that erupted at a Praxair Inc. plant in St. Louis last week is unlikely to ever occur at the companys Town of Tonawanda facility, company officials said.
A chain of explosions at the Missouri gas packaging plant June 24 sent huge fireballs shooting into the sky and forced nearby residents to evacuate their homes. Hundreds of missile-shaped containers of propane and the highly flammable chemical acetylene exploded and dozens were propelled into surrounding neighborhoods, according to Steve Selk, who is heading a government team investigating the incident.
There were no injuries.
Questions to officials at the local facility were referred to Susan Szita-Gore, a company spokeswoman based in Danbury, Conn., who said theres no way a similar blast could happen here. The Town of Tonawanda facility is an engineering center, she said, made up of mainly offices with a few research and development labs. The outfit where the explosion occurred is a gas-packaging plant, where bulk volumes of gas are delivered and packaged into metal cylinders.
Our research and development labs will use gases as part of their research, but its nothing like the St. Louis facility that had thousands of cylinders of gas, she said. "

The feigned outrage over Karl Rove's criticism of the liberal response to the September 11, 2001, terrorist attacks on this country forced me to recall what liberals I encountered were saying in the days immediately after the savage attacks.
I was then in my first few weeks at Pace Law School with a front-row seat to the left's post-September 11 reaction. September 11 challenged us as individuals, as law students, and as Americans. America must respond forcefully, I thought, and that response will be definitive as it reverberates throughout the world for decades to come.

Yet my professor, the law school's former dean, entered the classroom and framed the debate with this question: "The United States was attacked by terrorists on Tuesday. Can you think of a time when the United States acted as terrorists?" I was utterly speechless, as were many of my classmates.
Answering his own question, he mentioned the "My Lai massacre" in Vietnam, slavery and the treatment of American Indians as examples of American terrorism. Twenty-five miles from Ground Zero, where rescuers struggled in hopes of finding survivors still alive, this law professor chose to focus on the blemishes in our history as an introduction to our first post-September 11 class. I have to give him credit for being on the cutting edge of liberalism because at this point the now notorious International Freedom Center slated to occupy Ground Zero was just a twinkle in the left's eye.
My professor set the stage for a round of America-bashing and a student from Ethiopia, as if on cue, unleashed a blistering condemnation of the United States for not doing more about the bloodshed in Rwanda in the early 1990s.
