Chavez wants to boost Venezuela-U.S. ties

CARACAS, Venezuela - Venezuelan President Hugo Chavez said Friday that his government maintained good relations with former President Clinton and told U.S. business leaders that he would do his best to improve ties with the Bush administration.
Speaking to business representatives from the United States at a trade meeting in Caracas, Chavez said relations with Washington have been tense since Clinton left office more than four years ago.
With the current administration, there hasn't "been the smallest possibility of dialogue," said Chavez, one of Latin America's most outspoken critics of U.S. foreign policy in the region. Chavez said he nonetheless wanted to forge stronger ties between the countries.

"You should know my dear North American friends, U.S. businessmen, and I say it with all the sincerity that can come from my soul, that we want to do everything possible to improve commercial, economic and political relations," said Chavez. "We are going to work so good times come."
Despite diplomatic differences, Chavez emphasized, the United States remains Venezuela's main oil buyer and top trade partner.
Venezuela ships nearly 1.2 million barrels of crude to U.S. ports daily while many businesses in this South American nation import products made in the United States, including medicines, food and machinery.
Chavez has accused the Bush administration of trying to topple his government and criticized the U.S.-backed Free Trade Area of the Americas, or FTAA.
Chavez has threatened to end oil shipments to the United States if the Bush administration attempts to invade his country, but he says too that Venezuela will remain a steady supplier of oil as long as there are no U.S. "aggressions" by Washington against his government.
During a visit to Brazil last week, Clinton said the failure to create a hemisphere-wide free trade bloc had strengthened populists like Chavez.
"Now that oil is at $60 a barrel, Mr. Chavez can afford to be an oil nationalist," Clinton said. "His voice has resonance among poor people across the continent who feel they are falling behind and not gaining ground in this economy."

This Travel Warning is being issued to remind U.S. citizens that, despite the Department of State’s decision to end authorized departure for non-emergency personnel and eligible family members, the potential for terrorist actions in Uzbekistan still exists. This Travel Warning updates the Travel Warning of June 2, 2005.
The U.S. Embassy in Tashkent is no longer on authorized departure status for non-emergency personnel and all eligible family members; however, the United States Government continues to receive information that indicates that terrorist groups may be planning future attacks, possibly against U.S. interests, in Uzbekistan.
Supporters of terrorist groups such as the Islamic Movement of Uzbekistan, Al-Qaida, the Islamic Jihad Union, and the Eastern Turkistan Islamic Movement are active in the region. Members of these groups have expressed anti-U.S. sentiments and have attacked U.S. Government interests in the past, including the U.S. Embassy in Tashkent, and may attempt to target U.S. Government or private interests in Uzbekistan. The Department of State urges Americans in Uzbekistan to exercise extreme caution, including avoiding large crowds, celebrations, and places where Westerners generally congregate. In the past, these groups have been known to conduct kidnappings, assassinations and suicide bombings.
Uzbekistan experienced a wave of terrorist violence in 2004. Three suicide bombings occurred in July 2004 in Tashkent, including one outside the U.S. Embassy. Other targets included the Israeli Embassy and the Uzbekistan Prosecutor General’s Office. The Islamic Jihad Union released a statement claiming responsibility for these attacks.
Multiple attacks also occurred in Tashkent and Bukhara in late March and early April 2004. These attacks used suicide bombers, mainly focused at police and Uzbek private and commercial facilities. In late July, approximately 15 people pled guilty in an Uzbekistan court to charges related to the attacks. The Islamic Jihad Union also claimed responsibility for these operations.
In 2003, the U.S. Embassy received information indicating that terrorist groups had planned attacks against hotels in Uzbekistan frequented by Westerners, as well as against other institutions affiliated with or representing foreign interests.
Terrorist groups do not distinguish between official and civilian targets. As security is increased at official U.S. facilities, terrorists and their sympathizers seek softer targets. These may include facilities where Americans and other foreigners congregate or visit, such as residential areas, clubs, restaurants, places of worship, schools, hotels, outdoor recreation events, and resorts.
In addition, on May 13, armed militants apparently stormed a local prison, released its prisoners, and then took control of the regional administration and other government buildings in the Andijon province. By the end of the day fighting broke out between government forces and the militants. There were reports indicating that several hundred civilians died in the ensuing violence. There were no reports of U.S. citizens who were affected by these events.
The U.S. Embassy in Tashkent continues to employ heightened security precautions. U.S. citizens should report any unusual activity to local authorities and then inform the Embassy.
The Uzbek Government maintains travel restrictions on large parts of the Surkhandarya province bordering Afghanistan, including the border city of Termez. Foreign citizens intending to travel to this region must obtain a special permission card from the Ministry of Foreign Affairs, the Ministry of Internal Affairs or Uzbek embassies and consulates abroad.
Americans traveling to or remaining in Uzbekistan despite this Travel Warning are strongly urged to register with the nearest U.S. Embassy or Consulate through the State Department's travel registration website, https://travelregistration.state.gov, and to obtain updated information on travel and security within Uzbekistan. Americans without Internet access may register directly with the nearest U.S. Embassy or Consulate. The U.S. Embassy in Tashkent may close temporarily for general business from time to time to review its security posture. This Public Announcement is being reissued to remind Americans of the continuing potential for terrorist actions against U.S. citizens in East Africa, and to note the dangers of maritime piracy near the Horn of Africa and southern Red Sea near Yemen. This supersedes the Public Announcement of December 29, 2004, and expires on December 28, 2005.
Supporters of Al-Qaida and other extremists are active in East Africa. Americans considering travel to the region and those already there should review their plans carefully, remain vigilant with regard to their personal security, and exercise caution. Terrorist actions may include suicide operations, bombings, or kidnappings. Terrorists do not distinguish between official and civilian targets. Increased security at official U.S. facilities has led terrorists to seek softer targets such as residential areas, clubs, restaurants, American commercial interests, western-oriented shopping centers, places of worship, hotels, schools, outdoor recreation events, resorts, and beaches. In particular, terrorists may target civil aviation and seaports. Americans in remote areas or border regions where military or police authority is limited or non-existent could also become targets.
Americans considering seaborne travel near the Horn of Africa or in the southern Red Sea should exercise extreme caution, as there have been several incidents of armed attacks and robberies at sea by unknown pirates in the last year. When transiting around the Horn of Africa or in the Red Sea near Yemen, it is strongly recommended that vessels travel in convoys, and maintain good communications contact at all times.
U.S. Government facilities worldwide remain at a heightened state of alert. They may temporarily close or suspend public services to review security. On occasion, the travel of U.S. Government personnel is restricted, and U.S. posts may advise private American citizens to follow similar restrictions. Consular services to American citizens could be affected if employees’ movements are restricted. In those instances, U.S. embassies and consulates will make every effort to provide emergency services to American citizens. American citizens in need of emergency assistance should telephone the nearest U.S. embassy or consulate before visiting there.
Americans living or traveling in East Africa are encouraged to register with the nearest U.S. Embassy or Consulate through the State Department’s travel registration website, https://travelregistration.state.gov. This Travel Warning is being issued to remind American citizens to consider carefully the risks of travel to Kenya at this time due to ongoing safety and security concerns. This supersedes the Travel Warning of November 29, 2004.
The Department recommends that private American citizens in Kenya evaluate their personal security situation in light of continuing terrorist threats and the limited ability of the Kenyan authorities to detect and deter such acts. The U.S. Government continues to receive indications of terrorist threats in Kenya and elsewhere in eastern Africa aimed at U.S. and Western interests. Terrorist actions may include suicide operations, bombings, kidnappings, or attacks on civil aviation. U.S. citizens should be aware of the risk of indiscriminate attacks on civilian targets in public places including tourist sites and locations where Westerners are known to congregate, as well as commercial operations associated with U.S. or other Western interests.
American citizens in Kenya should remain vigilant, particularly in public places frequented by foreigners such as clubs, hotels, resorts, Western-oriented shopping centers, restaurants, and places of worship. Americans should also remain vigilant in residential areas, schools, and outdoor recreational events, and should avoid demonstrations and large crowds. In particular, there is a continuing threat against Westerners in the capital, Nairobi, and some locales in the coastal region. In addition to the terrorist threat, there are increasing incidents of criminal activity, including carjacking, robbery, and other violent crime, especially after dark.

ARTICLE SNIPPET: "LITTLE ROCK (AP) -- Legalizing more immigrants would help the Social Security system, former President Bill Clinton said Friday in a speech to the nation's largest Hispanic-rights organization.
"Those of you who want immigration reform should use Social Security more," Clinton said to about 1,300 members of the League of United Latin American Citizens. "If we legalize just 250,000 more immigrants a year, it would solve half of the shortfall in the Social Security Trust Fund."
More legalized immigrants would put more young people in the system to help support the deluge of baby-boomer retirees, Clinton said. He didn't mention President Bush's plan to privatize some Social Security accounts during his 48 minute speech, but he said the tie-in with immigration was a new argument.
Clinton had some harsh words for the Bush administration, but only indirectly. He said Hispanics experienced economic and educational gains under his presidency, but have since faltered. He said it was time to figure out "where do we go from here?"
His focus was the increasing interdependence of the world, both in its markets and cultures.
"Look around this room. This is the good face of interdependence," he said. "But interdependence can be very bad. That's what 9-11 was. Nine-eleven was the essence of interdependence: Nineteen terrorists used open traffic, open borders, easy access to information technology ... and the people who were killed were from 70 different countries."
Clinton's native state of Arkansas was chosen to host the LULAC convention partly because it's the state with the second-fastest-growing Hispanic population, but also because of the presence of Clinton's presidential library, which opened in November."

U.S. Forces in Iraq Nab Suspects, Find Weapons Caches

WASHINGTON, July 1, 2005 – Multinational forces from 1st Brigade, 25th Infantry Division (Stryker Brigade Combat Team), detained 12 suspected terrorists and seized weapons in Mosul, Iraq, June 30.
Soldiers from 1st Battalion, 5th Infantry Regiment, detained 10 individuals suspected of terrorist activity during three separate operations in southern Mosul.
Also, soldiers from 3rd Battalion, 21st Infantry Regiment, detained one individual suspected of terrorist activity and seized weapons during two separate operations.
Also, soldiers from 1st Battalion, 24th Infantry Regiment, detained one individual suspected of terrorist activity at a checkpoint in central Mosul. All suspects are in custody with no coalition force injuries reported.
Thanks to Iraqi civilian tipsters, U.S. soldiers from Company B, 3rd Battalion, 116th Armor Regiment, Task Force Liberty, discovered an unexploded ordnance cache in Kirkuk province June 29.
"By far, this is the biggest weapons cache the 116th has found," said 1st Lt. John Thew, Company B, 3rd Battalion, 116th Brigade Armor Regiment. "We have found in one day what usually takes four months." Iraqi police guarded the cache until morning, when explosive ordnance disposal troops arrived.
Weapons cache finds like this are important, said Air Force Staff Sgt. Michael Becker, 506th Air Expeditionary Group EOD. "We've seen signs that terrorists are running low on ordnances to use on roadside improvised explosive devices and vehicle-borne improvised explosive device attacks. This makes it harder for (the terrorists), especially when we take out a major weapons cache."
Task Force Liberty soldiers found and destroyed eight different caches in Kirkuk province June 29 and 30. Several hundred artillery and mortar rounds of various sizes were destroyed in the operation. Unexploded ordnance was found at several different locations around Kirkuk, including 162 130 mm rounds, 141 122 mm rounds, 100 152 mm rounds, 91 120 mm rounds and 26 82 mm rounds.
Iraqi citizens assisted coalition forces in finding more than 4,000 pounds of high explosives located near Kirkuk Air Base during the past two days in two separate incidents.
In response to a tip, EOD recovered an ammunition cache of about 270 artillery projectiles about seven kilometers north of the air base June 30.
Officials had received another tip from a local Iraqi citizen about buried explosives on June 29. An Air Force EOD team found a buried cache of 400 artillery projectiles about 12 kilometers south of the base.
More than 670 potentially dangerous munitions have been destroyed due to the efforts of Iraqi citizens coming forward with this information, officials said.

ARTICLE SNIPPET: "BANGKOK – A team of deep-sea divers has discovered the wreck of a U.S. submarine sunk by a Japanese minelayer 60 years ago in the Gulf of Thailand during the closing stages of World War Two.
The U.S.S. Lagarto, a 1,500 ton 'Balao class' submarine, disappeared without trace on May 4, 1945 after attacking a Japanese tanker and destroyer convoy around 100 miles off the southeast coast of Thailand.
All 86 men on board are still listed as missing in action."
