The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Threat Matrix: U.S. Terrorism
Expert: Al-Qaida Has Presence In South Florida
Full Story

MIRAMAR, Fla. -- Despite the massive federal, state and local law enforcement effort to stop terrorists from entering the United States, there is no strong evidence of how well it is working.

Many experts are concerned that there are plenty of terrorists or sympathizers already in the country who have been here for years. Some are even citizens.

The Sept. 11, 2001, hijackers were the first wave and now the increasing number of arrests seems to signal a second wave of terrorism in South Florida.

Iraqi Forces Seize Terrorists, Cash, Weapons

American Forces Press Service

WASHINGTON, June 10, 2005 – Iraqi Army and Task Force Baghdad soldiers captured 33 terror suspects, seized 2 million Iraqi dinars and confiscated a variety of bomb-making materials in a series of operations conducted June 8 and 9, military officials in Baghdad reported.
The Iraqi Ministry of Interior's Wolf Brigade rounded up the largest capture: 23 suspects in an early-morning raid June 9.

Also on June 9, three separate operations in central and south Baghdad yielded five more terror suspects, including one foreign fighter and two suspected members of a known terrorist cell.

A day earlier in central Baghdad, Iraqi police captured another foreign fighter in a major arrest that also netted 2 million Iraqi dinars and $6,750 in U.S. currency, officials said. Also discovered were large quantities of fertilizer, chemicals used in making explosives and a picture of Saddam Hussein. The suspect was taken into custody for questioning.

Later that same day, an Iraqi shopkeeper tipped off U.S. soldiers to a suspicious vehicle abandoned on the side of a highway. The car was weighted in the rear, with gas cans visible in the back seat. An explosives team safely detonated the vehicle.

"The operations and arrests made by the Iraqi security forces over the past couple of days continue to demonstrate that the Iraqis can and are taking the fight to the terrorists," Task Force Baghdad spokesman Lt. Col. Clifford Kent said.

In another June 9 operation, task force soldiers on patrol spotted wires coming out of a mound of dirt along a highway in south Baghdad. As an EOD team approached that bomb, a second bomb exploded in the area. One soldier suffered minor injuries. Three more bombs were found and safely detonated.

(Compiled from a Task Force Baghdad media release.)

"U.S. Checking Possible Mad Cow Case"
Friday, June 10, 2005

AP

ARTICLE SNIPPET; "WASHINGTON — The government is checking a possible case of mad cow disease in the United States in an animal previously cleared of being infected, the Agriculture Department (search) said Friday.

Agriculture Secretary Mike Johanns (search) said more tests were needed to confirm the disease, but he emphasized that the animal did not enter the food supply.

Only one case of mad cow disease has been confirmed in the United States, in a dairy cow in Washington state in December 2003. Since then, preliminary tests have indicated the existence of the disease in three cows, but further testing had ruled out any infection.

The department decided this week to perform additional tests, and one of those three — a beef cow — turned up positive. Johanns said the department's inspector general had recommended the additional testing, but the secretary did not say why."

NVC cops tell FBI of suspicious police exam Two arrested after Lodi man ducked out of academy test

June 11, 2005

...As an investigation of possible terrorist activity unfolds in Lodi, law enforcement officials in Napa acknowledge that in April they contacted federal authorities after arresting a Lodi resident who suspiciously ducked out of a Napa Valley College Police Academy exam and had someone else take his place.

...A test proctor noticed a different person was sitting in Ali's seat and notified college police.

...Ali and Chambers were arrested.

...At first Ali said he had a New York address, Arnold said. But investigators learned his true address was Washington Street in Lodi.

...That location is near the residence of Hamid Hayat, 22, who -- along with his father, Umer Hayat, 47 -- has been charged with lying to federal investigators about attending a terrorist camp in 2003 and 2004.

..."I found numerous, numerous connections to that area," as did other agents, Boone said. "That entire region, all of the area around there, became a very big area of Arab settlement," with accompanying connections to Islamic regions overseas.

Lodi Muslims: ‘witch hunt’

-- Members of Lodi's Muslim community complained Thursday of ongoing heavy-handed tactics by federal agents, saying the FBI is on a "witch hunt" for terrorists in the city.

...Others said the detention of three Muslims -- including the city's two Muslim spiritual leaders -- on immigration charges is unjust.

...Basim Elkarra, executive director of the Sacramento Valley chapter of the Council on American-Islamic Relations, said his group plans to file a complaint against the FBI for alleged harassment of local Muslims. Elkarra said some Muslims have complained of being followed by federal agents.

...relatives said Umer Hayat is too frail to take part in paramilitary training.

Elkarra ... estimated at least six Lodi residents have been taken to Sacramento for lie-detector tests.

Kaashif Altaf, 18, said he and his cousin were taken from work and searched by FBI agents in front of co-workers Monday.

...Altaf said he later hung up on the FBI when they called asking him to take a lie-detector test.

...Umer Hayat's attorney, Johnny Griffin III, said five agents met one man at his home today seeking an interview and lie-detector test. After telling them he wanted his attorney present, the agents departed.

Another relative of the Hayats said she visited the men at the Sacramento County Jail on Thursday and said FBI agents hounded her for interviews as she crossed the street to the jail.

...The woman said she was at the Hayats' home on Acacia Street when the FBI searched it Monday. She said agents held a gun to the head of Umer Hayat's wife before they looked for potential evidence...."I'm sure they're not going to find anything," she said.

"NVC cops tell FBI of suspicious police exam
Two arrested after Lodi man ducked out of academy test; no clear link to on-going terrorist probe"
Saturday, June 11, 2005

By MARSHA DORGAN
Register Staff Writer

ARTICLE SNIPPET: "As an investigation of possible terrorist activity unfolds in Lodi, law enforcement officials in Napa acknowledge that in April they contacted federal authorities after arresting a Lodi resident who suspiciously ducked out of a Napa Valley College Police Academy exam and had someone else take his place.

Zakariya Ali, 21, of Lodi showed up April 2 to take the entrance exam at NVC Police Academy, according to NVC campus Police Chief Ken Arnold.

During the test, Ali excused himself to use the restroom. While he was gone, Melissa Chambers, 26, of Brooklyn, took his place in the classroom and began taking the test, Arnold said.

"Mr. Ali apparently brought her along with him and paid her to take the test for him," he said.

A test proctor noticed a different person was sitting in Ali's seat and notified college police.

Ali and Chambers were arrested."

"Israel to U.S.: Stop Selling Advanced Weaponry to the Arabs" - Itamar Eichner

ARTICLE SNIPPET: "Maj.-Gen. Eliezer Shkaidi, commander of the Israeli Air Force, returned to Israel last week from an official visit to the U.S. where he told his American colleagues, "we are worried about the damage caused to Israel's qualitative military edge as a result of the newest arms sales to the Arabs." Shkaidi also raised the deployment of Saudi F-15 warplanes at Tabuk Air Base (in northern Saudi Arabia) and said it constituted a threat to Israel. In speaking to the Americans, Shkaidi drew a distinction between the supply of offensive weaponry that represents a special threat, and defensive weaponry that is less problematic. Shkaidi argued that "advanced weapons systems allow a mediocre pilot with a mediocre platform to become a very effective threat." (Yediot Ahronot-Hebrew, 9June05)"

"'Muslim? Change your name like me'"

ARTICLE SNIPPET: "What happens when the world changes around you and suddenly your face doesn't seem to fit? Tariq Ahmed, a British Muslim who changed his name to beat prejudice, tells his story.

Almost four years since 9/11 and it's still talked about like yesterday. That's four years in the spotlight for Muslims around the world, most of whom, like the rest of us may never have heard the name Osama bin Laden before the attack on America.

While many Muslims will tell you the name Osama has a beautiful ring in their culture (it means "like a lion") to many Western ears it is synonymous with terrorism.

In the case of Tariq Ahmed, a young London public relations executive, the fact that 9/11 was at the forefront of other people's minds led him to a radical decision - he changed his name to get a job."

COORDINATED CRACKDOWN ON SOME OF CHINA'S HOUSE CHURCHES

A House Church Worship Service in China (through CAA).

Reports are emerging that there has been a coordinated crackdown on Christian believers attending house churches in China's Jilin Province.

According to a news release from the China Aid Association (CAA), the crackdown occurred at about 5 a.m. on May 22, while house church leader Zhao Dianru, 58, was praying at his home. About a dozen Chinese police and public security officials raided and searched his house without showing a search warrant.

Dianru was incarcerated until June 6 at the Jiutai City Detention Center in Jilin Province, when he was released.

According to CAA sources, Dianru's arrest document accused him of "using other means to instigate and disturb social stability," but did not mention religion or church activities. About 20 boxes of Christian books were confiscated during the police raid. Dianru had been overseeing about 18 house churches in his area. Although he had been asked three times recently to join the government sanctioned church, he declined.

Meanwhile, according to CAA, police and Public Security Bureau (PSB) officers simultaneously raided about 100 house churches in Changchun area, the capital city of Jilin Province in northeastern China.

Almost 600 house church believers and leaders were taken into custody, CAA reported. Most were released after 24 to 48 hours of interrogation, but about 100 of the leaders including professors from Changchun University are reportedly still being held in different detention centers.

Sources told CAA that university students, professors and other young intellectuals make up a large portion of the raided house church groups. It's believed, CAA reported, that this is a coordinated campaign to eliminate the influences of house churches in the university areas.

China's new law on religion, the Provisions on Religious Affairs, took effect on March 1. Some people had believed, CAA reported, that the new legislation would lead to less restriction on unregistered churches, but the large-scale raids and arrests seem to show otherwise.

The raided house churches are not all part of the same group, and are not affiliated with any of China's major house church networks. According to CAA, they are independent house churches with thousands of believers who choose not to register their Christian activities with the Communist government.

"While (the) Chinese government has been claiming to the world community that Chinese people are enjoying religious freedom, this major assault on unregistered house churches in Jilin Province really shows the opposite," said Bob Fu, CAA president, in a news release. "The manpower, coordination and planning involved in raiding such a large number of church meetings simultaneously shows that this effort came from high levels of the Chinese government."

A news release from CAA said the organization is calling "upon the world community to urge the Chinese government to immediately release these innocent religious leaders. It's time for China to live up to the commitments and treaties it has signed on religious freedom."

Anyone wanting to express their concern may write to the Embassy of the People's Republic of China, 2300 Connecticut Ave NW, Washington DC 20008. The Embassy telephone number is (202) 328-2500. China's Director of Religious Affairs may be reached at (202) 328-2512.

According to its website, China Aid, established in 2002, is "a non-profit Christian organization with a mission to explore the truth, to tell the truth and to preserve the truth on the issue of religious freedom in China, particularly focusing on the fate of the unofficial church. We do this through field investigation, public advocacy and academic research. We hope the valuable heritage that God has given to the suffering Chinese church may be well preserved, known and advocated, so that the outside world can have a better understanding of God's work inside China."

good question, MD.Not only the question of foreign laborers, but who is watching over our reservoirs? Fr ex. - a helium balloon laced with toxic substances could be loosed nearby; a small plane flies over dripping a substance (not as obvious as spraying....) Are we guarding the air space over our water supplies? Doubtful.

Perhaps, unfortunately, the Homeland Security folks have had so many reports to read, scenarios to consider, threats to plan against, and BORING meetings to attend that there is a loss of attention to the importance of the task....

I knew some folks at FEMA who were bored to tears over meetings concerning civil defense, response to earthquakes, and a variety of other intensely important subjects. They had just been required to attend so many meetings and fill out so many gov. forms things became tedious and boring. One of my friends used to pass notes (jokes) to a coworker during some of these mandatory staff meetings....

I don't know. Just a thought. After a while, repetitiveness does become boring, and the threats never seem to end....
